Project Planning Matrix And Plan Of Operations 01/2008 – 12/2009

The Project for Alternative Livelihoods in Eastern Afghanistan (PAL) finalized its pilot phase in December 2006, and PAL OUTREACH is carrying on the implementation. The transition from PAL (phase 1) to PAL Outreach (phase 2) was accompanied by changes in the management and the team of the international staff. In February 2007 an internal evaluation by GTZ IS had reviewed the progress of work during this transitional period in order to following the logical sequence of project phases and to formulate the PAL implementation approach guiding the adaptation of the plan of  perations for 2007 and 2008. In the following the PAL Project Planning Matrix and Plan of Operations 01/2007 until 12/2008 (PAL ID No. 36) was compiled.
From December until January 2008 the EC contracted a short term consultant for a Mid Term Evaluation (MTE) of the PAL. In February the PAL discussed the outcome of the evaluation report together with representatives from the EC delegation in Kabul. It was agreed that GTZ IS will prepare a proposal for a no cost extension until 12/2009 to the EC. Based on the outcomes of a final revision meeting between EC delegates and PAL experts in May 2008 and following the yearly revision of the PAL Plan of Operations, ( PAL ID No 43) was drawn up.
